POSITION:                 COLLECTIONS COORDINATOR

                                    Full-Time, 80 hours per pay

 

DEPARTMENT:         Court Supervision Services

                                    Courthouse Annex, 1174 Elk Street, Franklin, PA 16323

 

PAY GRADE:             Non-Exempt Hourly Pay Grade 4

                                    $13.3291/hr

 

GENERAL DESCRIPTION

This position involves working with those persons ordered by the Court to pay fines, costs, restitution, and/or administrative fees to ensure that an acceptable payment arrangement is implemented and complied with.

 

SUPERVISION EXERCISED

None

 

SUPERVISION RECEIVED

Receives occasional instruction and some supervision from the Director in regards to daily work duties.

 

EXAMPLES OF DUTIES/RESPONSIBILITIES

1.            Conducts financial intakes with defendants, juvenile and parents.

2.            Determines the conditions for all installment payment plans and monitors all accounts for delinquency.

3.            Initiates progressive sanctions in delinquent cases including delinquency notices, administrative conferences and the scheduling of Court hearings.

4.            Attends Court hearings and presents evidence regarding a defendant’s failure to comply.

5.            Prepares and maintains all required reports, files and records.

6.            Communicates with Jail officials, Sheriff’s Department, Domestic Relations and other Court personnel on such matters as Community Service, Work Release and Bench Warrants.

7.            Works with employers to establish wage attachments.

8.            Refers appropriate cases to the designated collection agency.

9.            Attends Juvenile Court and enters data into the Court of Common Pleas Case Management System; and generates orders for appropriate parties.

 

QUALIFICATIONS

A.           EDUCATION/TRAINING

High School diploma or equivalent required.  Associate degree in Business, Criminal Justice or Social Services preferred.

B.           WORK EXPERIENCE

One to two years’ working experience, preferably in a government or legal environment plus demonstrated computer knowledge is required, or any acceptable combination of equivalent experience, training or education.

 

D.        CLEARANCE

Must not appear on Preclusion Lists as defined by “Pennsylvania’s Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs.”

 

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
1.         Must be able to speak and understand the English language in order to carry out essential functions of the job.

2.         Must possess excellent interpersonal skills and have the ability to communicate effectively with a wide range of persons including criminal defendants in stressful situations.

3.         Must possess the ability to function independently, have flexibility and the ability to work effectively with clients, co-workers and others.

4.         Must possess initiative and problem solving skills.

5.         Must possess the ability to maintain confidentiality in regard to client information and records.

6.         Must possess the technical knowledge of operating computers and other office equipment with accuracy and reasonable speed.

7.         Must possess the ability to perform simple math calculations and prepare financial reports.

8.         Must possess willingness to travel to attend training.

9.         Must possess some knowledge of legal terminology and the operation and procedures of court systems and county governments.

10.         Must possess the ability to interact effectively with several departments and outside agencies using tact and discretion.
