OVERALL OBJECTIVE OF JOB

To gather all pertinent data and process all new complaints for child support, paternity testing, and spousal support within the PACSES computer matrix. To utilize all available resources to locate absent parents and obtain all relevant employment information, including wages and health insurance data.  To conduct conferences as necessary to assist, and serve as back-up, to the Conference Officer.

 

ESSENTIAL FUNCTIONS OF JOB

1.      Interviews applicants to obtain pertinent personal information and as much defendant information as possible.

2.      Utilizes all available resources and data bases to obtain necessary information about the defendant, including address, telephone number, date of birth, social security number, defendant’s wages, available insurance, etc.

3.      Subpoenas all employment and income information to be used in determining the proper amount of support.

4.      Obtains or subpoenas copies of birth certificates, acknowledgement of paternity or genetic testing.

5.      Schedules clients for genetic testing whenever paternity is an issue.

6.      Assigns docket and file folder numbers and establishes case records.

7.      Accepts and Registers Orders received from other counties in accordance with the Intrastate Family Support Act.

8.      Processes IV-A referrals and exchange information with the Department of Public Welfare’s Client Information System (CIS).

9.      Prepares and processes required department documents, forms, newsletters and/or reports as required.

10.       Updates information to the computer database and/or record sheets as needed.

11.       Operates computer, typewriter, adding machine, copier and other office equipment as needed.

12.       Assists in collecting or receiving monies due department and in maintaining accurate related records of such collections.

13.       Assists department staff with special projects, reports or assignments or in administration of special department functions as requested.

14.       Maintains files, statistics, manuals, lists or other department documents as requested and as necessary.

15.       Performs a variety of specialized departmental clerical duties and responsibilities within the assigned department.

16.       Greets and assists general public by taking or providing information, receiving payments or directing them to proper locations.

17.       Answers telephone and takes messages or transfers calls to proper individuals.

18.        Maintains a list of all clients who are incarcerated. Update the list as needed and disseminate to all workers on a weekly basis.

19.       Conduct first time conferences for new complaints. Collects all pertinent information from employers prior to conference. Conducts conference and informs clients of the DRO Office Functions.  Attempts to mediate an agreement with the parties based on the PA Supreme Court guidelines and determines if deviation appropriate.  Determines the percentage allocated for uncovered medical expense for both parties.

20.       Conduct conferences for the modification of existing support orders. Collects all pertinent information from respective employers prior to conference.  Conducts the office conference and establishes an Interim Court Order based on the PA Supreme Court Guidelines.  Submits the interim Order to Judge for approval.

21.       Serves as back up when the Conference Officer is on vacation or as needed.

QUALIFICATIONS

EDUCATION/TRAINING
High School diploma or equivalency plus some business/clerical and computer training/knowledge required.

WORK EXPERIENCE
At least two years’ working experience in an office environment, county government or court system; or any acceptable combination of equivalent training and/or experience.

ADDITIONAL REQUIREMENTS
Must not appear on Preclusion Lists as defined by “Pennsylvania’s Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs.”

·         Must successfully complete pre-employment drug screening.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

1.    Must be able to speak and understand the English language in an understandable manner in order to carry out essential functions of job.

2.    Must possess good communication and interpersonal skills.

3.    Must possess the ability to function independently, have flexibility and the ability to work effectively with clients, co-workers and others.

4.    Must possess ability to maintain confidentiality in regard to client information and records.

5.    Must possess the technical knowledge of operating personal computers and other office equipment with accuracy and reasonable speed.

Must possess general knowledge of modern office practices and procedures and ability to apply same to essential duties of job.
7.    Must possess knowledge and ability to practice current and accurate usage of grammar, spelling and filing procedures.

8.    Must possess ability to learn assigned clerical tasks and adhere to prescribed departmental procedures.

9.    Must possess ability to perform simple math calculations with accuracy and reasonable speed.

10. Must possess ability to learn county and legal rules, procedures and practices as necessary within department.

11. Must possess ability to be able to handle a variety of clerical duties and switch from one to another throughout the workday.

Must possess the ability to assign and review work within department as requested
