 POSITION:             Director of Venango County Court Supervision Services

                                    Full-Time, 80 hours/pay

 

DEPARTMENT:     Venango County Court Supervision Services

                                   Venango County Courthouse Annex  

 

PAY GRADE:           EXEMPT FOUR

                                    $54,585.86/yr 

 

OVERALL OBJECTIVE OF THE POSITION

This individual is charged with administering the juvenile probation, and adult supervision programs on behalf of the Court of Common Pleas.  The department is responsible for promoting accountability of offenders coming before the Court, protecting society, developing offender competencies, and expanding services available to the Court. This position shall retain all powers granted to juvenile probation officers by the Juvenile Act, and all powers normally vested in adult probation officers by the Parole Act, except as expressly limited by local rule of Court.

 

SUPERVISION EXERCISED
Shall have supervisory authority over all persons affiliated with this department including the Supervisors, professional staff, clerical, interns, contracted employees and volunteers.

 

SUPERVISION RECEIVED
The Director shall report to the President Judge of the Court of Common Pleas and District Court Administrator.

 

ESSENTIAL FUNCTIONS OF THE JOB

Program Administration:

·         To plan, organize, and direct the activities of the Court Supervision Services.

·         To provide overall policy, program, and fiscal development, direction and administration for Court Supervision Services. 

·         To ensure the maintenance of records in accordance with the law and local court policy.

·         To ensure the collection of appropriate data for State and local analysis.

·         To evaluate and make recommendations to the Court concerning the status and effectiveness of programs.

·         To conduct Administrative Conferences with staff and their clients to address problem areas arising during supervision.

·         To submit recommendations to the court regarding offender dispositions.

·         To develop, implement, and monitor agency policies and procedures in accordance with the law and Court policy.

 

Court Supervision Services provides or supports the following programs/services:

·         Youth Educational Services (Juvenile)

·         Court Reporting Network(CRN) (Adult and Juvenile)

·         Alcohol Highway Safe Driving School (Adult and Juvenile)

·         Underage Drinking School (Juvenile)

·         Victim Impact Panel (Adult)

·         Collections (Adult and Juvenile)

·         House Arrest Electronic  and Alcohol Monitoring (Adult and Juvenile)

·         Community Service (Adult and Juvenile)

·         Juvenile Restitution Program (Juvenile)

·         Juvenile Probation – (Juvenile)

·         Accelerated Rehabilitative Disposition Probation (Adult)

·         Pre-Trial Services (Adult)

·         Victim Community Awareness (Juvenile)

·         Crossroads Cognitive Behavioral Therapy (Juvenile/Adult)

·         Problem Solving Court Coordinator (Adult)

·         Re-Entry Officer (Adult)

 

Planning and Development:

·         To develop agency priorities, goals and programs.

·         To conduct planning sessions with judges, supervisors, and staff concerning programs, policies, and procedures.

·         To meet with service providers to assist in the accomplishment of agency goals.

·         To participate in local and statewide planning groups and task forces.

·         To develop and modify casework techniques

 

Budget and Fiscal Management:

·         To develop, administer, and monitor the agency budget.

·         To determine staffing and service delivery needs, and requests appropriate funding to meet those needs.

·         To pursue alternative sources of public and private funding for the development and enhancement of programs

·         To administer contractual obligations involving the department

·         To supervise the collection and disbursement of fines, costs, restitution and maintenance payments.

·         To prepare grant in aid and grant applications for funding consideration.

·         To manage Federal, State, and local Grants.

·         To procure necessary supplies, equipment, and other resources.

 

Supervision:

·         To recruit, interview, and select qualified candidates for vacancies.

·         To recommend retention, promotion, and termination of personnel.

·         To complete annual performance evaluations.

·         To investigate and respond to complaints/grievances filed by clients or members of the public.

·         To monitor department workflow, and work schedules.    

·         To review officer arrest reports, progress reports, caseloads, eligibility assessments, and expungement petitions.

·         To monitor officer compliance with standards established by the State and/ the Court.

·         To provide on-going direction and support to staff.

 

Training:

·         To assess staff training needs and coordinate appropriate in house training. 

·         To monitor staff compliance with training standards.

·         To participate in the training of new employees.

 

Liaison:

·         To act as the liaison between Court Supervision Services and the Court.

·         To act as the liaison between the County and Juvenile Court Judges’ Commission and PA Board of Probation and Parole.

·         To serve as the point of contact for the Pennsylvania Commission on Crime and Delinquency for funding opportunities related to juvenile probation and/or intermediate punishment matters.

·         To interact with the County executive branch pursuant to court policy.

·         To serve as the liaison between the Court and The Pennsylvania Sexual Offender’s Assessment Board

·         To function as the department representative to the local media.

·         To interact with area law enforcement, corrections, courts, schools, human service agencies and service providers

 

The Director shall serve on the following Boards/committees:

·         Criminal Justice Advisory Board

·         Pre – Release Advisory Board

·         Victim Advisory Committee

·         Prison Board (Advisory capacity only)

·         Problem Solving Court Team

·         Overdose Drug Task Force

 

OTHER DUTIES OF THE JOB

·         To work in conjunction with Children and Youth Services to prepare the “Needs Based Budget” for the Commonwealth’s Department of Public Welfare.

·         To attend training/seminars.

·         To attend meetings, participate in activities, and serve on committees of the Chief Adult Probation Officers Association, Juvenile Chief’s Council or other professional organizations.

·         To serve on the Prison Disciplinary Review Board.

·         To work with the Jail Administration and CJAB Re-Entry Committee on the implementation of a Re-Entry Program. 

·         To manage the County designated work areas.

·         To perform other duties as assigned by the President Judge.

 

WORKING CONDITIONS:

1.        Works indoors in adequate workspace, lighting, ventilation, and temperatures.

2.        Low exposure to noise, moderate exposure to stress and frequent interruptions.

3.        Normal exposure to dust and dirt.

4.        Frequently works beyond normal office hours and will have to respond to situations after hours.

5.        Works with potentially hostile clients.

6.        Required to travel out of the area for extended periods to attend training.

7.        May be required to carry a firearm while performing official duties.

 

PHYSICAL/MENTAL CONDITIONS:

1.        Must possess ability to record and convey information, explain procedures and follow instructions.

2.        Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, driving, bending, twisting, reaching, pushing, pulling, carrying etc. as necessary to carry out essential job duties.

3.        Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso as necessary to carry out essential job duties.

4.        Sedentary work with occasional lifting/carrying of objects with weights of approximately ten pounds.

5.        Must be able to cope with the physical and mental stress of the position.

6.        Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak.

7.        Must be able to move frequently throughout the workday to carry out essential job duties.

8.        Must be able to pay close attention to details and concentrate on work.

 

 

QUALIFICATIONS (EDUCATION & EXPERIENCE)

·         A Master’s Degree in criminal justice, administration of justice, social sciences or a related discipline. 

·         A minimum of 5 years working as a probation officer or in a related field, three (3) years of which shall have been in a supervisory or administrative capacity.

 

CLEARANCES

Must work in conjunction with employer to apply for Act 34 PA State Police Criminal History, Act 151 PA Child Abuse and FBI clearances prior to employment.  All clearances must reflect acceptable results.  Clearances must be renewed every five years.

 

Must not appear on Preclusion Lists as defined by “Pennsylvania’s Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs.”

 

DRUG SCREEN

Must successfully pass pre-employment drug screening.

 

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
1.       Must be able to speak and understand the English language in an understandable manner in order to carry out essential functions of the job.

2.       Must possess good communication and interpersonal skills.

4.       Must possess considerable knowledge of the principles, methods, and practices of investigations, supervision and reporting in probation work.

5.       Considerable knowledge of individual and group behavior with special emphasis on behavior deviations of persons who have been involved with delinquent activities.

6.       Knowledge of casework principles and practices.

7.       Considerable knowledge of community, social, and economic resources dealing with rehabilitation of criminals and delinquents.

8.       Ability to establish and maintain effective working relationships with individuals, other agencies, institutions, and the public.

9.       Ability to make clear and pertinent statements, orally and in writing, and to prepare clear, concise reports.

10.    Knowledge of, and the ability to apply criminal law, juvenile law, standards, regulations, and policies and procedures. 

11.    Ability to supervise and assess subordinate staff.

12.    Ability to function in a stressful and potentially dangerous environment.

13.    Must possess the ability to maintain confidentiality in regard to client information and records.

14.    Must possess considerable knowledge of criminology and penology.

15.   Must have the ability to function independently, and have a flexible schedule.

16.   Must have the ability to work effectively with disturbed individuals in an authoritative manner.

17.  Must have considerable knowledge of laws affecting probation and parole and the ability to carry out these laws and duties within the defined procedures of the law, including times          when one must make independent decisions. 

18.    Must possess knowledge of the sentencing guidelines and codes of Pennsylvania.

19.    Must qualify with a firearm, if electing to carry a firearm while performing official duties, and must be capable of applying restraints during an arrest scenario.

20.    Skilled in the use of and familiar with computers, communication equipment such as radios, cellular phones and the latest developments involving technology and penology.
